I can't reproduce this bug in Ubuntu 14.04 Server, but I can reproduce
it on Ubuntu 14.04 cloud: https://cloud-images.ubuntu.com/trusty/current
/trusty-server-cloudimg-amd64-disk1.img

`sudo apt-get install linux-image-generic zram-config` fixes the
problem.

Since installing linux-image-generic is the only nice way to make sure
the correct linux-image-extra package is always installed and available,
and zram is particularly useful for RAM-limited Amazon micro instances,
I suggest including linux-image-generic in the cloud images by default.
