This bug is happening to me. I do not have cups installed, only avahi. Avahi-daemon does not require cups to be installed but /etc/init/avahi-cups-reload.conf wants to reload cups without doing any check if cups is actually installed. I believe this script should either look for the cups binary or been set to "start on started avahi-daemon cups"...
