Public bug reported:
This happens when using "System Settings" -> "User Manager". I create a
second new user, hit apply, enter credentials and then close "System
Settings". When I go back to "System Settings" -> "User Manager" the
newly created user is not listed. The user is listed at the login
screen. I also can not create a user with the name that is not showing.
The user will be displayed after I create a few more users.
