Public bug reported:

When using Dvorak based keyboard layouts in Ubuntu 14.04, some keyboard
shortcuts appear to be broken. This is the case for Ctrl-Shift-T, which
I sometimes use in Firefox to open a previously closed tab, or in gnome-
terminal to open a new tab. It doesn't work when the English (Dvorak) or
another Dvorak based layout is in use, but it starts working again as
soon as I switch to English (US) or another QWERTY based layout.

Steps to reproduce problem:
1) Add the English (Dvorak) layout to your keyboard layouts list.
2) Switch to the Dvorak keyboard layout
3) Open gnome-terminal and press Ctrl-Shift-T, notice that it doesn't work, 
i.e. it does not open a new tab.
4) Switch to a QUERTY based layout (e.g. US English)
5) Retry step 3, notice that the shorcut Ctrl-Shift-T is now working correctly 
and that a new tab is opened.

I could also use the 'xev' program to confirm that the keys pressed
produce a different result when the Dvorak layout is in use.
