This code is actually from Debian. The purpose is to try to determine your installation locale as accurately as possible in order to make a good guess at your keyboard; a C locale gives very little useful information there so it tries debian-installer/locale in case that has better information. However, it fails to handle the case where debian- installer/locale is missing entirely. I'll fix that.
