The Ubuntu team has some capacity to fix issues/improve its softwares/help upstream, it doesn't mean we can/want replace upstream and do most of the work on the softwares we are distributing. You don't have to report to their bug tracker, but it increases the odd that somebody is going to look at your problem, it's also a needed step for change to upstream code (even if the Ubuntu team comes with a fix, we are going to upstream it because we don't want to carry the change in Ubuntu only, there is no reason they should not benefit other users)
