Public bug reported:

This means that if I want to build an x86 program that uses libGL on an
amd64 system, I need to install libgl1-mesa-glx:i386 and then manually
symlink /usr/lib/i386-linux-gnu/libGL.so

$ sudo apt-get install libgl1-mesa-dev:i386
