Confirmed on feisty with file-roller 2.18.1-0ubuntu1. According to an strace, file-roller opens the files /usr/share/mime/{globs,magic,aliases,subclasses,mime.cache}, so presumably it checks the mime type, but still refuses to open the 'mis- named' archive, even though file(1) recognizes it as "gzip compressed data".
