Public bug reported:

When there's a system update available, and there are apps updates
available, the system update page is briefly shown, and then the apps
updates page replaces it. If you click on the "Install update" button on
the first screen, when the second screen is shown, a double progressbar
is shown, as per the screenshot.

How to reproduce:
- install build #302 from trustry-proposed on a mako
- disable system updates
- log into u1
- reboot
- start system settings
- go to updates
- QUICK, tap on the first "Install updates" button on the system updates page

What happens:
- the system update screen is replaced by a broken apps update screen

What should happen:
- both update screens should play nicely with each other
