Your AccountsService comment led me in the right direction. After a lot of digging, I learned that my /var/lib/AccountsService/users/mendhak file did not have a Background value.
I then learned that my "org.gnome.settings-daemon.plugins.background" was unchecked in dconf-editor. I checked it and a background daemon then started setting the proper path value each time which is nice. However, I cannot figure out why this daemon was disabled. Thanks for responding it is appreciated.
