"sudo rfkill unblock bluetooth" did nothing for me. I also reinstalled "gnome-bluetooth" and nothing happened. Bug is still marked as "Incomplete" but no more info is requested and still remains "Unassigned". I own a Targus USB dongle and I found this bug marked as "Expired": https://bugs.launchpad.net/ubuntu/+source/linux/+bug/1155845 I marked it as a Duplicate of this current bug (not branded). As you can see in the other bug comments, bluetooth worked in previous kernel versions (3.9.0-030900rc3-generic). Something went wrong with ubuntu 13.11.
