Thanks for taking the time to report this issue.

However, I don't think that it really is a bug, so I'm going to set it
as Invalid. If you think this decision is wrong please set the status
again to "New", with a comment indicating the reason; and anyway feel
free to submit further problems you may find.

Apt isn't the only package manager, there may be also a aptitude,
synaptic, adept, dpkg, or another package-related process running.
Alternativelly, there may be an existing lock-file from a package
manager that died in an unexpected way and left it there; if this is the
case you can solve the problem by manually deleting it (if you run apt-
get, it will tell you where the file is located, I don't remember the
exact name right now).
