Mark, you have a 9500 card which is quite different than the X700, so please make separate bug reports. Fastwrites are disabled by default, but in some versions they were just turned off unconditionally.
Raggar, your X1300 card is not supported by the "ati" driver, you have to use vesa or avivo (no 3D acceleration) or the proprietary fglrx (no Composite), see the wiki for more info.
