It looks like on Aug 9, 2013 1:17 PM the status of this bug has been updated to "Abandoned". Another link is provided as a problem bug to be solved first but the link is a dead one now : HTTP Error 404 Not found.

This means that we can't set the default font and font size for all Qt5 apps in Ubuntu / Debian like we used to with Qt4. The App was Qt 4 Settings and the package was qt4-qtconfig ... This is quite annoying as from the end user I don't know where Qt5 is picking up its default font and font size.
