Still an issue in 13.10 (and also in other distributions, including Arch) The bug is somewhere in the config loader of Qt, every other color except for the tooltip background color is read from the Trolltech.conf as expected. Tooltip background color is hardcoded to #ffffdc and the settings in th Trolltech.conf are not respected at all.
