The only time my computer will suspend when Light Locker is off, is after a specified time of inactivity and only when on battery. Or when on battery and battery level reaches a certain percent. No other suspend options are used.
But if I have LL on and I lock the screen, then immediately when closing the lid, the computer suspends. And frequently when this occurs, the screen is still blank after login. Manual locking does work. That is the only way I ever lock my computer in general. If it worked properly I would also have it lock on wake up after suspend. But that is the only two ways that I ever use locking. Hope this helps.
