Public bug reported:

>From the moment of bootup, I watch my router helplessly as the two
indication lights will flash on (As though starting up the connection)
And then return to black, only to flash on again several second later.
This continues, over and over, indefinitely, until I go into the Ubuntu
network manager, and disable the network. At this time, the two lights
on my router blink on momentarily, then after a few seconds, the
connection light lights up on my router, indicating it's correctly
talking with my network card, and stays on. After this one light comes
on, I must go into my network manager and re-enable the network. After
this, the network works fine.

Notably, when in the first stage, where the network adapter seems to
continuously reboot, Ubuntu INSISTS it is connected to the network,
although I have no connection. After I allow my network adapter to
correctly boot and connect to my router, so that only one light is
showing on my router, and that light is on stable for some time, I can
enable my network in Ubuntu's network manager, and everything seems to
be fine.
