This would happen if the timestamps remain "not the same". This usually happens on e.g. FAT filesystems where the timestamp resolution differs from that on Linux. Check the man page for the "solution". If that helps, report back with what
ls --full-time shows on both source and destination files, and on what filesystem each of the files lives.
