I could reproduce the bug here on another computer running Xubuntu 13.10 as well. How to reproduce: 1. run users-admin 2. for your user, on the right side at password: click "change" 3. enter the current password, for new password enter e.g. "a12345" twice and click "OK". A popup says "The new password is too simple". Click "Close". 4. Enter the same password twice again, and click "OK" again. I would expect the same message to pop up again, but instead the application hangs: Mouse has the waiting cursor/running circle. 5. You can close the window normally though.
I hope you can reproduce it this way.
