There have been regressions in the scheduler throughout the 2.6.23 cycle, and it's still not absolutely clear that CFS doesn't adversely affect any workloads. It's also not been well tested in a base 2.6.22 kernel. It's simply too large a body of code to drop into the kernel at this point of the development cycle.
