Public bug reported:

mouse scrolling switches desktop when on a active window instead of
scrolling in the active window, after reducing the number of desktops
from two down to one the scrolling would start to work then reverse and
go in the other direction. also, had to use obconf to ruduce number of
desktops as desktop pager settings would not launch from icon menu on
the task bar.
