This is apparently not so much a bug, but only things being different. In Ubuntu 13.10, the "semi-maximize left" can be configured under *compizconfig-settings-manager* Desktop → General → 'Ubuntu Unity Plugin' "Key to vertically maximize the focused window to the left"
