APT does basic syntax checks before moving the files in on most indices. Optional indices are excluded from that, and Translation indices seem to be optional. I do not know why, but David probably does.
APT does check signatures for everything important. I don't know whether that includes translation indices, it does not seem to be the case if those errors happen. But that is not problematic apart from the fact that mergelist fails.
