Same issue, but at the beginning it works as expected. After some installations (latex, gimp, inkscape, qt etc) is won't showing anymore. The process is there (indicator-keyboard-service), the checkbox is on (in dconf too), but there is no indicator. Is there anywhrere a debug output?
