Just purchased a Startech.com mini dp to DVI adapter and the issue does not occur. It seems that the issue is confined to the mini dp to VGA adapter. If anyone is looking to purchase one of these the Cirago "active" mini dp to VGA has issues on Ubuntu when the screen goes to DPMS.
