Update to this, we don't need to ship to universe. The requirements for packages in Universe are not adapted to the cordova-cli roadmap and lifecyle, which will see very frequent updates and is meant to work with online sources which may quickly be out of sync with a year-old release. So not sustainable for an LTS.
