Created attachment 532740 use RepeatPad on newer X servers even when downscaling
This was based on Joe's attachment 497112, but restores the use of aDefaultFilter when we use EXTEND_PAD and adds aDefaultFilter for downscale with default extend. There is also some code simplification.
