Joseph: Thanks a lot for the following ups. Actually, I forgot to mention that I've tried acpi_backlight=vendor on 13.10 (as my friend $4 suggested) and the same problem persists. As to the keyboard light, it's set to maximum at login (lightdm?) screen, which it different from screen backlight. But as you said that the cause would be similar so I reported it together.
