I have never owned a mouse with a horizontal scroll wheel, only ones with a tiltable a scroll wheel. It's horrible having to use those for scrolling horizontally as you have to press them several times rather than rotate a wheel. It feels much more natural to use the up/down wheel with a modifier key pressed.
Furthermore, this is standard behavior in quite a number of applications; to the ones already mentioned (Chrome, gimp, evince) I'd like to add Inkscape, Scribus, LibreOffice. For other applications like konqueror, okular, gwenview, qtcreator it's Alt+Scroll Wheel, but still it's possible. I frequently find myself longing for that feature because I (have to) use large zoom levels and having to grab the scroll bar or scroll with Left/Right keys is much less comfortable. So I would be really happy if someone could provide a simple working solution!
