I have the same problem on ubuntu 13.10

I currently change the ip of my nas server inside the .ssh/config file
on a regular basis (similar to the ProxyCommand) - I've found a
workaround based on the comments here, basically add the Host alias from
.ssh/config to /etc/hosts (even just pointing to 127.0.0.1, this'll
trick deja-dup into always believing a connection is available)
