OpenOffice has its own crash handler. As soon as an application intercepts its own crashes (like OO.o, and Gnome if bug-buddy is installed), then apport won't get active. This is a deliberate design decision and it would be unwise to override a process' explicitly installed signal handlers.
Thus reassigning to OpenOffice as a wishlist bug.
