On Saucy AMD64, bookmarking works using the Cog method. The "Bookmark This Location" option will be grayed out if the folder you are in is already under Places or Bookmarks.
I can confirm however that editing bookmarks is still broken via Files->Bookmarks. Unable to Add new bookmarks. Also, in Nautilus the Places and Bookmarks sections are separate from one another. However, when going to Files->Bookmarks, they all seem to be combined together. You can change the order, but it doesn't make a difference on the display.
