I think your diagnosis is mistaken. The console-setup initramfs implementation (which I wrote) does not use setupcon, and it already lists the console-tools initramfs hook among its prerequisites which copies in the consolechars binary (used in place of setfont at present).
The bugs indicating that this didn't work properly in 7.04 are bug 84156 and bug 91422 (there were two independent problems).
