I have the same problem...  ps reports....

After doing sudo cat /proc/$(pidof initctl)/stack > /tmp/initctl.stack,
I get...

I was logged in via remote ssh so the kill -ABRT didn't allow me to
submit another bug...

Fully up-to-date Ubuntu 13.10.    Problem may have started during a
recent apt-get upgrade, Im' not sure.
