Public bug reported:

/etc/init/isc-dhcp-server.conf and /etc/init.d/isc-dhcp-server have a
lot of differences, including different PID locations and conf file
detection.   if /etc/init.d/isc-dhcp-server is deprecated, it should be
modified to reflect this.
