Completely arbitrary level? Not everybody is using Pulseaudio. With ALSA 100% is full hardware volume i.e. 100% of the available volume in my experience. 200% is causing unacceptable distortion. If shortcut for 100% is wontfix, then there should be an option in audio settings to limit volume slider to 100%.
