I met such issue when I ran devstack and after switch from Rabbit to Qpid, and it was resolved. Check /var/log/syslog first(grep -i qpidd /var/log/syslog) first, if the cause of failed to start is qpid port(i.e. 5672/5671) already occupied, then stop that listener first and try again.
