This exactly describes what I am experiencing on a clean install of
13.10 (also happened on 13.04).

Kernel is currently "3.11.0-14-generic"

When I start shutting down, then close the lid, the computer stays on in
a suspended state until I open the lid again, at which point it resumes
shutting down.

I have the computer configured to "Do Nothing" when the lid is closed as
my user. Strangely when I run the "gnome-control-center" as root, it
shows different power options. I changed these root settings to also "Do
Nothing" in the hopes it would prevent this problem from occurring, but
it still happens.

Not really sure where else to go or what other information to provide.

Any help or guidance would be appreciated.
