Public bug reported:

My webcam is the Logitech Quickcam Express.  When it is plugged in to my
laptop running Fiesty, the webcam light goes on, but lsusb does not
detect it:

Bus 003 Device 001: ID 0000:0000

Bus 001 Device 001: ID 0000:0000

dmesg produces a lot of these lines:

[ 1684.632000] usb 2-1: new full speed USB device using ohci_hcd and address 17
[ 1685.040000] usb 2-1: device not accepting address 17, error -62

Not only that, the webcam was detected only a few days ago, and now
there's nothing. My other usb devices are detected with no problems.

As I can't find the option to attach the files made by following the
above link, I'll have to copy-and-paste them here.  The files are:
gvm.log, devices.txt, and lshal.txt (dmesg i've posted the relavant

devices.txt is blank because the command in the above link produced this result:

Please tell me what's wrong, and how I can fix it.
