I reproduced on the latest image without waiting for a fix (build 46 mako)
The OSK also did not appear when I returned to the map view.
Pulling the OSK up using the url field somehow then enabled it for the other
input fields again.
This intermittent problem has been reported for various web pages
including Ubuntu SSO.
