There are are also a lot of old proprietary programs that need this. For instance old programs statically linked against FTLK need these workarounds, as they set fullscreen by just making the window the size of the desktop, and setting its position to 0,0 (this was long long before the window manager hints existed obviously). Without the workarounds, they get positioned to not overlap panels instead.
