Same here. The lock screen is displayed but the keyboard and mouse are locked. I can't access the TTYs, though I can do a hard restart with M-SysReq-B.
I upgraded to 13.04 from 12.10. There were minor issues during the installation process, which I repaired the usual way with dpkg- reconfigure -a and apt-get install -f. Everything else seems to be in perfect working order. I am running the fglrx updates drivers and utilizing my discrete graphics card.
