Still not fixed, I have same problem with Ubuntu 13.10, I installed 12 school computer for dualboot with Windows. Then I configured default entry to be Windows and GRUB_TIMEOUT=0 and was expecting that I can use Shift key to access grub menu but it does not work. I tried ESC but it causes reboot.
