The other possibility (and the one I'm more leaning toward now) is that LibRaw doesn't recognize the .orf files. LibRaw is the library Shotwell uses to process RAW files.
You can import a newer version of Shotwell from our PPA: https://launchpad.net/~yorba/+archive/ppa However, I don't know if this alone will solve your problem, since the newer version of LibRaw is not available there. Your best bet would be to upgrade Shotwell and build and install the latest LibRaw from http://www.libraw.org/. In fact, you might look at http://www.libraw.org/download and see if your camera is listed as supported before doing that.
