dhclient stops trying to renew a lease if a previous renewal failed (due to server being unavailable). See #6 for all the logs available. See how the client tried to renew, then tried a new DHCPDISCOVER, then didn't try again for at least 3 hours, with expiry set to 4 hours or more and renewal time set to 2 hours. This is a different scenario from the server not being available on start, as clarified in #2.
