I've been digging in the source codes a bit and although I am no Gnome developer, in commit https://git.gnome.org/browse/gnome-settings- daemon/commit/?id=487a936e61766f0306772c1269e2ff437fc53a46 a 'timestamp' option was added. This changed the signature of 'AcceleratorActivated' to 'uuu'. However, the version of 'gnome-settings-daemon' in Ubuntu still uses 'uu' so the signature is incompatible and the events get dropped.
