Ok, it's not Cairo Dock itself. It must be something that Cairo Dock or
other packages do when starting up. Some querying or system call, maybe
a timing issue?

Set Cairo Dock to start 20 seconds after login, logged out, logged back
in - problem solved for me! The buttons work. Removed bash sleep
command, logged out, logged in again - buttons don't work no more.

Maybe some other package causes this problem for everyone else. Have you
tried logging in with a fresh user account?
