It's your assumption that English is always the correct default language
that made me ask.

Even if I'm not sure of how the LiveCD works exactly, if you actually
install Xubuntu, and select e.g. Bangla (Bangladesh) as the language
during the installation process, Bangla (Bangladesh) will be the system
language as saved in /etc/default/locale, and the system language serves
as the default language for new users.

So what I meant to ask was if you selected the language Bangla
(Bangladesh) in connection with starting the LiveCD session. Can you
please let us know the contents of /etc/default/locale ?
