I don't think this is a bug but a behaviour consistent with the apt design.
If the package you want to download is already installed, you should use:

sudo apt-get install --reinstall -d foo

** Summary changed:

- 'sudo apt-get -d install' command broken?
+ 'sudo apt-get -d install' should download also if package is already installed
