Tested it in a fresh Ubuntu 13.10 GNOME LiveCD.

This is how you set up the configuration:
Go to Gnome Control Center»Region & Language»Input Sources
Add Hebrew as another layout.
Open Gnome Tweak Tool and under typing»Keys to Change Layout select Alt+Shift.
Open gedit and type in English.
Alt Shift, to switch to Hebrew.
Keyboard indicator is showing "he", although while typing English chars are 
being shown instead.
